The short answer

A kitchen or bathroom sink that isn't fully clogged, just sluggish, is usually a P-trap problem. That's the curved pipe under the sink. Hair, soap scum, and gunk build up in there over months.

Overtightening plastic slip nuts is the most common way people crack a trap that was working fine. Hand-tight plus a quarter turn is usually enough.

There are no permit issues. The only real risk is a slip nut cross-threading if you force it, or a small water spill. That's what the bucket and towel are for.
